مدينة يابانية تضع مبادئ توجيهية للحد من خطاب الكراهية

كاواساكي، اندونيسيا اليوم – صاغت حكومة مدينة كاواساكي، محافظة كاناغاوا، مبادئ توجيهية تهدف إلى منع خطاب الكراهية في المرافق العامة بالمدينة، في أول قواعد محلية من هذا النوع باليابان.

وتأمل المدينة بمحافظة كاناغاوا التي تقع جنوب طوكيو بتفعيل تلك المبادئ التوجيهية بنهاية مارس/ آذار عام 2018.

ووفقا للمبادئ التوجيهية يمكن للإدارة المحلية، إصدار تحذيرات، وتصاريح مشروطة، أو رفض طلب أو إلغاء تصريح لاستخدام المتنزهات، قاعات المدينة وعيرها من المرافق العامة الأخرى في حالة تأكدها من خطر محدد كأفعال أو ألفاظ غير عادلة أو تمييزية من مقدم الطلب، يتم الحكم عليها من خلال حقائق موضوعية.

ولاتخاذ القرارات من وجهة نظر شاملة، تخطط المدينة للتحقق من تاريخ نشاط متقدمين والمنشورات على شبكة الإنترنت.

ومن أجل ضمان نزاهتها، فإن الإدارة البلدية تسعى أيضاً للحصول على الآراء من طرف ثالث، بما في ذلك المحامين.

Kawasaki, Indonesiaalyoum.com – The Kawasaki municipal government has compiled guidelines aimed at preventing hate speech at the city’s public facilities, the first such local code in Japan.

The city, in Kanagawa Prefecture, south of Tokyo, hopes to put the guidelines into effect by the end of March 2018.

According to the guidelines, the municipal government can issue a warning, grant a permit with conditions, reject an application or cancel permission for the use of parks, city halls and other public facilities if it recognizes a specific risk of unjust and discriminatory acts or language by applicants, judged from objective facts.

To make decisions from a comprehensive viewpoint, the city plans to check applicants’ activity history and postings on the Internet.

In order to ensure fairness, the municipal government will also seek opinions from a third-party organization including lawyers.
