إندونيسيا تفرض حظر دخول لمدة ١٠ سنوات على بوني بلو بعد مخالفات قانونية

جاكرتا، إندونيسيا اليوم — حظرت إندونيسيا دخول صانعة المحتوى البريطانية تيا إيما بيلينغر، المعروفة باسم «بوني بلو»، لمدة ١٠ سنوات. واستند القرار إلى توصية من رئيس «مكتب الهجرة من الفئة الخاصة الأولى في نغوراه راي» بسبب سلسلة من المخالفات القانونية وسوء استخدام تصاريح الإقامة. وقد قُدّمت التوصية عبر رسالة مؤرخة ١٢ ديسمبر/كانون الأول ٢٠٢٥، برقم مرجعي «دبليو آي إم.٢٠-جي آر.٠٣.٠٢-١٩٤٤٩».

وقال القائم بأعمال المدير العام للهجرة، يولدي يوسمان، في بيان رسمي يوم الاثنين ٢٢ ديسمبر/كانون الأول ٢٠٢٥: «نعم، الحظر لمدة ١٠ سنوات، وليس ٦ أشهر كما ادّعت المعنية في الفيديو».

وأثارت أنشطة «بوني بلو» وعدد من الأجانب الآخرين، الذين عُدّت تصرفاتهم مُخلّة بالنظام العام، حالةَ استياء، قبل أن تُلقي شرطة بادونغ القبض عليهم في استوديو بمنطقة بيريرينان، في قضاء بادونغ بمحافظة بالي، بتاريخ ٤ ديسمبر/كانون الأول ٢٠٢٥، للاشتباه في إنتاج محتوى إباحي.

وكشف الفحص الجنائي للهواتف المحمولة عن وجود مقاطع شخصية. غير أنّ الشرطة أكدت عدم توافر العنصر الجرمي، لأن المحتوى كان للتوثيق الشخصي وليس بغرض النشر.

ورغم أن الفحص الجنائي الرقمي لهاتف «بوني بلو» لم يستوفِ معايير التجريم بسبب الطابع الخاص للمحتوى، فقد خضع الأجانب المعنيون لإجراءات قانونية تتعلق بمخالفات مرورية. وقد أوقِفت «بوني» إلى جانب أجانب آخرين بالحروف الأولى لأسمائهم «إل-أيه-جاي» (٢٧ عاماً)، و«آي-إن-إل» (٢٤ عاماً)، و«جي-جي-تي» (٢٨ عاماً).

وأظهرت نتائج الفحص أنهم استخدموا شاحنة مكشوفة السطح تحمل عبارة «بوني بلو بانغ باص» للتنقل في بالي بغرض صناعة المحتوى، بما يشكّل خطراً على السلامة.

وفي جلسة جنح، أدانت «محكمة دينباسار الجزئية» «بوني» و«إل-أيه-جاي» بمخالفة المادة ٣٠٣ بالاقتران مع المادة ١٣٧ من القانون رقم ٢٢ لعام ٢٠٠٩ بشأن المرور والنقل على الطرق.

وقال يولدي: «على الرغم من عدم ثبوت تهمة الإباحية، تبيّن لنا أنهم دخلوا إندونيسيا عبر تأشيرة عند الوصول، واستُخدمت لأغراض إنتاج محتوى تجاري بما قد يثير اضطراباً عاماً. لذلك فرضنا حظر دخول لمدة ١٠ سنوات لأن هذه الأنشطة لا تنسجم مع جهود الحكومة للحفاظ على جودة صورة السياحة في بالي واحترام قيمها الثقافية المحلية».

JAKARTA, INDONESIAALYOUM.COM – British adult content creator, Tia Emma Billinger, also known as Bonnie Blue, has been banned from entering Indonesia for 10 years. This decision was based on a proposal from the Head of the Ngurah Rai Special Class I Immigration Office due to a series of legal violations and misuse of residence permits. The proposal was made via a letter dated December 12, 2025, with the reference number WIM.20-GR.03.02-19449.

“Indeed, (we banned her for) 10 years, not six months as claimed by the individual in the video,” said the Acting Director General of Immigration, Yuldi Yusman, in an official statement on Monday, December 22, 2025.

Public unrest regarding the activities of Bonnie Blue and several other foreign nationals deemed to be disturbing public order sparked the case. They were eventually arrested by the Badung Police Resort at a studio in Pererenan, Badung Regency, Bali, on December 4, on suspicion of producing pornographic content.

A forensic examination of the mobile phones revealed the existence of personal videos. However, the police stated that there was no criminal element as the content was for personal documentation and not for dissemination.

Although the digital forensic examination of Bonnie Blue’s phone did not meet the criminal criteria due to the private nature of the video content, the foreign nationals were still legally processed for traffic violations. Bonnie, along with other foreign nationals with the initials LAJ (27), INL (24), and JJT (28), was arrested by the authorities.

The examination results revealed that they used an open-bed truck labeled “BONNIE BLUE’S BANGBUS” to travel around Bali for content creation, which posed a safety risk.

In a minor criminal offense court session, the Denpasar District Court found Bonnie and LAJ guilty of violating Article 303, in conjunction with Article 137, of Law Number 22 of 2009, which concerns road traffic and transport.

“Although the allegation of pornography was not proven, we found that they entered Indonesia with a Visa on Arrival (VoA), which was used for commercial content production activities, potentially causing public unrest. Therefore, we imposed a 10-year ban because these activities are not in line with the government’s efforts to maintain the quality and respect the local cultural values of Bali’s tourism image,” said Yuldi.
