مانيلا، اندونيسيا اليوم ــ أكّدت رابطة دول جنوب شرق آسيا (آسيان) اعترافها لسيادة الفلبين وحقها في معالجة مشكلة المخدرات في البلاد عبر حملة الرئيس دوتيرتي الحرب ضدها، وقالت الرابطة في تقرير لها “هي أنسب الطرق”. وفقا لصحيفة (فيل ستار الفلبينية)

وقال رئيس مجلس الإدراة في بيان له الصادر عن قمة آسيان الــ31 إنّ مجموعة دول الأعضاء أدركت أيضا بأنّ مشكلة المخدرات غير المشروعة تؤثر على بعض الأشقاء في المنطقة إضافة إلي الدول الأخرى الخارج عن حدودها.

وكما رحّبت الكتلة الإقليمية حل هذه الأزمة بمساعدة شركائها في الحوار إضافة إلي الأطراف الخارجية حيث إنّ العلاج تبدأ من بناء القدرات وتبادل المعلومات الإستخبارية وغيرها من أشكال التعاون وفقا للقوانين الدولية مع الحفاظ على الحق السيادي للبلدان، وهي أنسب طريقة لمعالجة هذه االحالات “المخدرات” في البلاد حسب ما أفاده التقرير.

وقال البيان الصادرعن القمة في الفلبين ” إنّنا نؤّكد من جديد التزامنا بأن تكون المنطقة خالية من المخدرات”

وعلاة على ذلك، جددت الكتلة في الإقليم ترحيبها بالتقدم المحرز في تنفيذ مشروع عمل لرابطة دول جنوب شرق آسيا (آسيان) بشأن تأمين المجتمعات في المنطقة لمكافحة المخدرات غير المشروعة لفترة 2016-2025 بناء على التعاون المشترك بين دول الأعضاء للتصدي لمنتجات المخدرات ومنعها من الإتجار في المثلث الذهبي لمعالجة هذه الأزمة خلال عامين القادمين 2017-2019.

ومن خلاله، قدمت الرابطة الثناء لمركز التعاون في مجال المخدرات التابعة لها لعمله الجيد في نشر تقرير المخدرات في المنطقة الدفعة الثانية والذي تمّ رصد تقريرها عام 2016 من آسيان والذي يتضمّن اتجاهاتها وأزمتها في الإقليم في عام 2016.

وكما عبرت اللجنة عن شكرها بالجهود المتواصلة التي تبذلها هيئات التابعة لآسيان مثل مركز التعاون لمكافحة المخدرات وفريق عمل في المطارات إضافة إلى طاقم العمل في الموانئ وذلك لتعزيز التعاون بين مجموعة دول الأعضاء، وخاصة تبادل المعلومات الاستخباراتية بين أجهزة مراقبة المخدرات بالإضافة إلى وكالة تنفيذ القانون في نقاط التفتيش الحدودية في المنطقة.

Manila, Indonesiaalyoum.com – The Association of Southeast Asian Nations (ASEAN) recognizes the sovereign right of countries in deciding the “most appropriate approaches” to address their national drug problems, in an acknowledgement of President Duterte’s war on drugs.

In a draft chairman’s statement of the 31st ASEAN Summit, the group also recognizes that the illegal drug problem is affecting not only some member-states but also other countries outside the region.

The regional bloc welcomed the assistance of dialogue partners and other external parties in addressing this problem through capacity-building, intelligence information sharing and other forms of cooperation consistent with relevant international laws “all the while preserving the sovereign right of countries in deciding the most appropriate approaches to address their national drug situations.”

“We reaffirmed our commitment to a Drug-Free ASEAN,” the statement said.

The bloc also welcomed the progress in the implementation of the ASEAN Work Plan on Securing Communities Against Illicit Drugs 2016-2025 and the adoption of the ASEAN Cooperation Plan to Tackle Illicit Drug Production and Trafficking in the Golden Triangle 2017-2019, charting the region’s actions for the next two years in tackling the drug problem.

It commended the good work of the ASEAN Narcotics Cooperation Center in publishing the second installment of the region’s drug report – the ASEAN Drug Monitoring Report 2016 – incorporating the drug trends and drug problem in the region in 2016.

It also acknowledged the continuing efforts of the ASEAN bodies – Narcotics Cooperation Center, Airport Interdiction Task Force and Seaport Interdiction Task Force – in strengthening ASEAN cooperation, especially on information sharing and intelligence exchange as well as capacity building among drug control and law enforcement agencies at border checkpoints in the region.
