وفد الاتحاد الدولي يبحث في جاكرتا تعزيز قدرات مواجهة الكوارث

جاكرتا، إندونيسيا اليوم – أكدت جمعية الصليب الأحمر الإندونيسي أن زيارة وفد الاتحاد الدولي لجمعيات الصليب الأحمر والهلال الأحمر إلى إندونيسيا تشكل فرصة لتعزيز التعاون في تطوير نهج استباقي لمواجهة الكوارث.

وقال رئيس الجمعية يوسف كالا، يوم الاثنين، إن زيارة وفد مجموعة المستشارين المانحين لعام ٢٠٢٥، التابعة للاتحاد، تركز على دعم العمل الإنساني المحلي وتعزيز مرونة المجتمعات استعدادًا لمواجهة الكوارث قبل وقوعها.

وأشار كالا إلى أن إندونيسيا تُعد من أكثر الدول عرضة للكوارث عالميًا، إذ تواجه بشكل متكرر الزلازل والفيضانات والثورات البركانية والمخاطر المناخية، موضحًا أن الجمعية أصبحت جهة فاعلة رائدة قادرة على الاستجابة العاجلة على المستوى الوطني في غضون ساعات، بالتوازي مع برامج تعزيز قدرة المجتمع على الصمود.

وفي العام ٢٠٢٥، أنجزت الجمعية أول بروتوكول للعمل المبكر لمواجهة الفيضانات في إطار صندوق الطوارئ للاستجابة للكوارث التابع للاتحاد، وهو ما اعتبره كالا تحولًا نوعيًا من رد الفعل إلى العمل المسبق، بما يتيح تقديم دعم مبكر وموجه للفئات المهددة قبل وقوع الخطر.

وأضاف أن أعضاء مجموعة المستشارين سيطلعون خلال الزيارة على آليات تطبيق هذا النهج ميدانيًا، مؤكدًا أن “الشراكات الصادقة ذات الأهداف المشتركة تُقرّب العالم من تحقيق عدم تخلّف أي فرد عن الركب”.

من جهتها، قالت نينا ستويلجكوفيتش، وكيلة الأمين العام للاتحاد للشؤون الدبلوماسية الإنسانية والرقمنة، إن إندونيسيا تقدم نموذجًا واقعيًا على دور الاستثمار المستدام في المؤسسات المحلية في بناء قدرات طويلة الأمد، مؤكدة أن الجمعية الإندونيسية باتت من أقوى الجمعيات الوطنية في منطقة آسيا والمحيط الهادئ، مما يجسّد فعالية القيادة المحلية في تعزيز الصمود واسع النطاق.

وتُعد مجموعة المستشارين المانحين منتدى استراتيجيًا للحوار بين أمانة الاتحاد وشركائه من الحكومات والجمعيات الوطنية، حيث تساهم في تحديد الأولويات وتدعيم التعاون ودعم الشبكة الدولية للاستجابة لاحتياجات المجتمعات محليًا.

ويترأس المجموعة هذا العام الاتحاد الدولي وجمعية الصليب الأحمر السويدية والحكومة السويدية، مع تركيز على الإجراءات الاستباقية، التوطين، والاستدامة المالية للجمعيات الوطنية.

ويشارك في الزيارة ممثلون عن حكومات وجمعيات وطنية من أستراليا وكندا وإسبانيا والسويد وهولندا والمملكة المتحدة.

JAKARTA, INDONESIA ALYOUM – The Indonesian Red Cross (PMI) stated that the visit from the International Federation of Red Cross and Red Crescent Societies (IFRC) presents an opportunity to strengthen collaboration in advancing anticipatory approaches to disaster preparedness.

PMI Chairman Jusuf Kalla said on Monday that the federation’s Donor Advisory Group (DAG) 2025 visit to Indonesia focuses on locally-led humanitarian action, community resilience, and anticipatory disaster preparedness.

Kalla noted that Indonesia is among the most disaster-prone countries in the world, regularly facing threats from earthquakes, floods, volcanic eruptions, and climate-driven hazards.

“Against this backdrop, the Indonesian Red Cross has evolved into a leading actor in disaster response and preparedness, capable of responding nationwide within hours, while strengthening community resilience before disasters strike,” he remarked.

In 2025, PMI finalized its first Early Action Protocol (EAP) for floods under the IFRC’s Disaster Response Emergency Fund (DREF). He said this milestone marks a significant step in shifting from reactive response to anticipatory action, enabling early, targeted support to at-risk communities before disaster hits.

During the visit, DAG members will observe how this approach is being implemented on the ground, the chairman added.

“Every partnership built with sincerity and a shared purpose brings us one step closer to a world where no one is left behind,” he emphasized.

On the same occasion, IFRC Under Secretary General for Humanitarian Diplomacy and Digitalization Nena Stoiljkovic said that Indonesia offers a compelling example of how sustained investment in local institutions can lead to long-term impact.

“Through continued support from the IFRC, PMI has become one of the strongest National Societies in the Asia-Pacific, demonstrating how a locally-led model can deliver real resilience at scale,” Stoiljkovic stated.

The Donor Advisory Group serves as a strategic forum for dialogue between the IFRC Secretariat and its major donor partners, including governments and National Societies. It plays a critical role in setting shared priorities, strengthening collaboration, and supporting the IFRC network to respond effectively to local humanitarian needs.

This year, the IFRC Donor Advisory Group is co-chaired by the IFRC, the Government of Sweden, and the Swedish Red Cross, with a thematic focus on anticipatory action, localization, and the financial sustainability of National Societies.

Participating members in this year’s field visit to Indonesia include representatives from the governments and National Societies of Australia, Canada, Spain, Sweden, the Netherlands, and the United Kingdom.
